Is it ok to put off bug spray on your dogs to keep the dugs off?

Hes out side on a dog run and some thing is diteing him and he keep haveing red bites on,his belly and his pennis glanes are haveing a reaction , it gos away but then he gets bit a gain and it happens all over . I feel bad for him but I would stop leting him out side but he loves out side.
